This includes making sure the policy fits in with the organisation's new corporate plan, meeting environmental targets and commitments,  as well as explaining key legal requirements.

Planned Maintenance Policy

Introduction

  1. Purpose

1.1

The purpose of this Planned Maintenance Policy is to articulate and communicate Connexus Group’s commitment to the establishment and maintenance of a clear direction and framework for planned maintenance. This policy is one of a suite of complementary policies that provides the architecture for our corporate governance.

 

 

1.2

 

Scope: The policy applies to the whole of the Group. This means Connexus Homes Limited, (ultimate parent) and all its subsidiaries.

2.          Problem to solve

2.1

 

 

The corporate plan sets out our long-term vision, or North Star, of delivering good quality affordable homes for all. It sets out how we will get there through the:

  1. Transformation of the repairs service.
  2. Major investment in homes.
  3. Significant improvement in customer service.
  4. Building a positive reputation.
  5. Remain resilient in a changing world.
 

 

2.2

This policy and the Homes Strategy supports this vision by ongoing implementation and improvement of the framework across the Group, ensuring that its portfolio of assets is managed in a legislation compliant and health and safety conscious way, while delivering value for money, and in a coordinated, and financially sustainable manner.

 

 

2.3

The policy applies to an asset portfolio of mainly domestic homes and ancillary accommodation, across the counties of Shropshire and Herefordshire.

 

2.4

Ensuring that our properties remain safety compliant and that they remain safe for those who live within them.

 

 

2.5

The portfolio includes built assets of bungalows, flats, and houses as well as communal, commercial and office space. The portfolio also includes estate management in terms of grounds maintenance and the maintenance of ancillary equipment, such as sewage treatment plant and private water supplies.

 

 

2.6

Whilst managing our assets we will adhere to all applicable legislation and other requirements as appropriate.

Ensuring that our assets are energy efficient so that we reduce fuel usage for our customers and provide warm properties and that we meet SAP C by 2030 and zero carbon by 2050.

Provide damp and condensation free properties reducing the risk of disrepair claims and providing properties that are safe to live in for customers.

Legal and Regulatory Framework: Planned Maintenance within the housing sector is subject to or affected by a wide range of legislation, covering matters as diverse as tenants’ rights, wildlife protection, health and safety, energy performance, environmental pollution and many others. Connexus must ensure compliance with all relevant legislation in the execution of its business.

Other legislation, whilst not having such a direct effect on the planned maintenance function, can nevertheless impact the business economically, e.g. - the Welfare Reform and Work Act, or strategically, such as the Fuel Poverty Regulations, the Digital Economy Act or the Bus Services Act, which can have a significant impact on how the Group manages and invests, particularly in rural properties.

3.    Method

3.1

We will carry out through this policy, the formulation of a Planned Maintenance Procedure and Annual Investment Plans to enable the effective delivery of investment decisions and innovative solutions whilst growing the net present value of the asset portfolio.

 

 

3.2

Our objectives will be derived from the Corporate Plan. Our Corporate Plan objectives will be delivered throughout the Homes Strategy, Asset Management Operational Plans, and individual objectives set within our annual appraisal framework. Progress will be regularly reviewed via monitoring and translated into key performance indicators where relevant.

 

 

3.3

Our Homes Strategy sets out how we will manage our assets. This will be undertaken through the Assets, Repairs, Compliance and Development teams. We will maintain our properties taking into consideration:

  1. Our customers, seeking their views on how we will shape the service.
  2. The data required to be held on the properties to enable us to manage them effectively while providing value for money.
  3. How we replace existing components to ensure that we continue to meet the decent homes standard.
  4. Their energy efficiency ensuring that they meet SAP C by 2030.
  5. The estates and how we regenerate them.
  6. How we repair and maintain the properties on a daily basis.
  7. How we ensure that they meet and continue to meet all health and safety regulations and standards.
  8. Where we will build new properties and how they will provide homes that are affordable to live in and meet customers needs now and in the future.
  9. Adapting homes ensuring that they meet the needs of customers as they grow old or as their circumstances change, ensuring that they can remain in the property for as long as possible.
  10. What data we hold on our properties and how we use this to review them and make long term decisions including disposal where required.

 

 

 

3.4

In delivering our investment plans, where it is cost effective, we will use our in-house delivery team with an aspiration to deliver the maximum amount in this way. Where this is not possible to use local contractors and suppliers as much as possible creating partnerships to deliver the investment plan.

 

 

3.5

The asset management framework is supported by an information technology platform, which manages the necessary data.

 

 

3.6

In investing in a framework for planned maintenance, we will seek to continually improve our outcomes and our processes.

 

 

3.7

Invest in our communities through the Connexus Investment Standard agreed with customers.

  1.  Measurement

4.1

Performance measures and targets:

 

 

 

  • Delivery of work through the Annual Investment Plans on time and on budget and with high Customer Satisfaction as set out in the Corporate Plan and the Homes Strategy. 
  • All properties to have minimum SAP C by April 2030.
  • Annual improvement in Net Present Value.
  • All assets to be compliant meeting all statutory requirements and importantly safe for people to live in.
  • All homes to meet Homes England’s Homes Standard.
  • All homes to meet the Decent Homes Standard.

 

 

4.2

The Director of Property is responsible for this policy.

 

 

4.3

The Policy will be implemented through our management systems and reviewed bi-annually and, if required, updated.

 

 

4.4

The Director of Property will establish an appropriately skilled and resourced team of professional staff to manage the systems and implement the plans.

 

 

4.5

This policy is approved by the Senior Management Team to ensure that it is appropriate to the nature and scale of Connexus Group’s assets and operations.
